In May 2006, the Council of European Municipalities and Regions (CEMR) adopted the European Charter for Gender Equality at Local Level. The Charter invites municipalities and counties to voluntarily commit to advancing gender equality at all levels of local politics, business and society. Signatory municipalities and counties make a commitment to develop a multi-year gender equality action plan. Among other things, they are to plan precise goals and concrete measures as well as draft indicators for evaluating the plans. Above all, however, they are called upon to involve the public in the development of the measures and in this way to spark a broad debate about local equality goals.
